Web design covers the static, brochure-type website with nice graphics, maybe a bit of flash and javascript to make things jump around a bit.
They can be very advanced, efficient, information sites that do their job well.

Web development covers the 'behind the scenes' programming that can turn your website into an altogether different beastie.
The applications are many: User authentication - where clients can securely log in and create profiles for themselves. Searchable databases delivering dynamic content. Registration systems for subscribers. Email lists. Online booking. Online shopping. Notice boards. Photo galleries, etc...

These systems can be easily controlled and updated by you, the client.
